Planning Stage Differs From Mapping Stage
Key Note: There Is a Change in List Row Sequence
In the Planning Stages the basic outline organization is different than in the Mapping Stages, as shown below.
In the Mapping Stages the Map Parts are the Main Parts, and the Evaluations are under them.
In the Planning Stages, the Planning Parts are the Main Parts, and the Map Parts are under them.

In Planning Stages the Outline Is “Flipped”
An important thing to notice is that in the Planning Stages the outline is “flipped”.
In the Mapping Stages the Evaluations are below the Map Parts.
In Planning Stages the Evaluations are above the Map Parts.
Evaluations Are the Starting Point for Planning
The way rows are added is also different in the Mapping Stages and the Planning Stages.

This shows adding up to Action Plans.
Adding Rows Above Rows
Adding rows above rows in the Planning Stages is done in two steps
1) Add the Plan Part (Proposed Change or Action Item).
2) Move the first selected part below the added part.
That is shown here for Evaluations being moved below newly added Proposed Changes

Row Menu Items Examples
There are row menu items in the Planning Stages that combine the “Add” and “Move Below” actions into a single transaction (examples shown here).
